Edit: So here's the deal with this spot. It looks like there are 3 different Halal carts that rotate daily. Two have full halal menus with very similar prices (everything under $5) and one has american foods like chicken wings, burgers, and fries.

This little cart popped up recently and looks to open around 6PM daily.
Great prices here, everything is $5 or less with only a few combo's being $6.
Got the lamb gyro for $4. Real juicy lamb pieces. Loved the white sauce and hot sauce. It's got a SERIOUSLY spicy kick. Yum

I have also tried Saif's Halal cart ( the one pictured above with the orange menu) and its also good, with prices more or less identical to Halal NY. Only issue i see with Saif's is his white sauce looks and tastes watered down, and the hot sauce is the same.
